Poorly Educated City Leaders

The city of Portland is stuck paying $350 million more than it had planned for a new water filtration plant — all because the bureau that presented the project plan forgot to include any pipes to carry the water into and out of the system.

This sounds like Tupelo leaders. Always voting to spend money but finding out the bids are way short of what they expected the finished product to be. It seems the only expertise the people on the ballot have is being elected.

Portland’s Water Bureau presented the city council with a plan in 2017 for a water treatment plant that, they said, would cost $500 million. The Portland City Council approved the project.The plant would actually cost more than they had stated. A lot more — 70 percent more, in fact. The actual cost, not including any delays or setbacks or other items that seem to invariably increase the cost of government projects, the plant would now cost $850 million. Out of the additional $350, $200 million would be to include the pipes.Since city governments are funded by taxpayer dollars, this extra charge would lead to an increase in water and sewer bills for Portland’s residents, causing them to rise an additional $131 per year.

The First Amendment

The First Amendment to the United States Constitution prevents the government from making laws which respect an establishment of religion, prohibit the free exercise of religion, or abridge the freedom of speech, the freedom of the press, the right to peaceably assemble, or the right to petition the government for redress of grievances.

Some take oaths working for the Government to keep secrets. The citizen has a right to say even criticize the government or and anything else without being punished by the Government. However that one citizen can bring suite to another citizen for slander or breach of contract due to making public words or information that harms the other. Civil courts determine the harm and value of that harm.

In today’s world of the mass communication the awareness is bombarded with many lies and distorted information. Depending on the value of harm is it worth the court battle to use the process to punish the aggressor?

That’s the same as the emissions from 1.3 million extra cars on the road for a year.

Then we have air travel which is increasing the amount of CO2 each year. Fact is there is no use of energy that is clean and as populations increase so does energy use. The solution is not in the marketing of making more “stuff” but decreasing consumers.

Quality Public Service

ISO 9000 is a set of international standards on quality management and quality assurance developed to help companies effectively document the quality system elements to be implemented to maintain an efficient quality system. Sadly to say our local government does not care about quality service for what the taxpayer is paying for. Today the test of the emergency warning system was not exactly at 12 noon that most cities can set their watches at. Then we have the water meter readers that do not have the will to seat the meter covers down properly. The maintenance department has trucks that leak oil on the street and the wrong street sweeping equipment for collecting leaves. They rarely sweep the streets in my area. The whole school and city budget does not include money for preventive maintenance or replacing things at their life expectancy.

Lack of thought and wisdom in most City Council decisions cost the tax payer much more later. They do things not for the best interest of the majority of the taxpayers but rather for personal connections.
